Canada: further measures to decrease international enrolment

International student study permits will see further reductions in 2025, Immigration Minister Marc Miller has announced.

The government’s current target on approved study permits is 485,000. For 2025, this number will see a reduction of 10%, to 437,000. Additionally, master’s and PhD students, who are currently exempt, will now be included in the cap for 2025.

Immigration, Refugees and Citizenship Canada (IRCC) have also announced a change to the Post-Graduation Work Permit (PGWP). International students approved for a study permit after 1 October 2024 will no longer be eligible for a PGWP, unless their work is in high demand.

‘The reality is that not everyone who wants to come to Canada will be able to,’ said Miller.

‘We are taking action to strengthen our temporary residence programs and roll out a more comprehensive immigration plan to meet the demands of today’s changing landscape. Our immigration system must preserve its integrity, and be well managed and sustainable. And as we look forward, we will do everything it takes to achieve that goal and set newcomers up for success.’
